I assume you are having a problem preparing the vehicle for a state emissions test. It will just take more time.

I have had to get some monitors to pass with the car jacked up on jack stands where i was unable to get it to pass drive cycle criteria on the road. In the past i have had to do this and with car not moving required jacking truck up jjust to get ramps in place under tires. The drive cycle does not have to be followed exactly to run all the monitors. For a fwd car the front end would be on jack stands.
